EL PACCTO’s Guidelines for Developing Artificial Intelligence Strategies in Justice and Security

In December 2025, the Guidelines for Developing Artificial Intelligence Strategies in Justice and Security were published within the framework of EL PACCTO 2.0 — marking an important milestone for countries seeking to integrate AI strategies in the areas of justice and public security. These guidelines set out clear recommendations for the coherent and ethical development of national or sectoral AI strategies for criminal justice authorities, an urgent task that remains pending in many regions, including Latin America and the Caribbean.The document provides a structured and practical path for criminal justice authorities which currently use or plan to use AI systems — supporting investigative work, enhancing the efficiency of judicial processes, and optimizing the human and economic resources necessary to implement such strategies effectively.
Special acknowledgment goes to the expertise of the National Police Lab of the Netherlands, who led the drafting and development of this document with the collaboration and insights of numerous stakeholders and experts from of EL PACCTO 2.0. This work sets a valuable example for international cooperation in building fair, transparent, and secure approaches to AI in justice in a time where more AI systems are needed to facilitate and enhance the work of criminal justice authorities to counter organized crime, cybercrime and AI assisted crimes
